§ 2-208. Same—Prerequisite to payment of money; exception as to payrolls, cash items, filing of bills and payrolls; vouchers.

  • The city treasurer shall pay no money out of the treasury in any case other than the payment of interest on the bonded indebtedness of the city except on the warrant executed as provided in section 2-207; provided, however, that on the written order of the city manager, he may pay freight and express bills, bills for gas and oil, the weekly payrolls certified by the city manager and such other cash items as may be certified to him by the city manager necessary to the prosecution of the work under the supervision and control of the city manager, where from the necessity of the case, such items must be paid for in cash. He shall, at the end of each month, file all such bills and payrolls properly receipted and receipts for such cash items paid by him in the office of the clerk of the city, and vouchers shall be issued him at the next meeting of the council. When requested by any member of the council, such payrolls, bills, and other cash items, shall be presented to the council for examination.
